The Monumental Art Commission was set up pursuant to Article 3 of Moscow City Law No. 30 of November 13, 1998 “On Procedure of Installation in Moscow of Pieces of Monumental-Decorative Art of Urban Significance”.
The main functions of the Commission are: to consider proposals from citizens, legal entities, governmental bodies and power bodies of districts of Moscow concerning installation in Moscow of the pieces of monumental-decorative art of urban significance; to prepare and submit to the Chairman of the Moscow City Duma the motivated argumentation on inclusion of these proposals into the List of Proposals on Installation of Pieces of Monumental-Decorative Art of Urban Significance.
The Commission consisting of 17 members is formed on the basis of proposals from the creative and scientific public unions, scientific organizations and higher educational institutions in fine arts and architecture out of the recognized specialists in the history of Moscow, culture, architecture and arts, having academic degrees or titles in the respective areas of knowledge and residing in the city of Moscow or the Moscow Region.
The members of the Commission perform their duties as social assignment in work-off hours.
The Commission is formed for a term of four years after enforcement of the Resolution of the Moscow City Duma about approval of the Commission membership. The Commission members exercise their powers at the meetings.
If necessary, the Commission is entitled to invite to its meetings the experts, representatives of interested organizations and persons to enlighten on the studied issues.
