|| The Honorary Badge “For Merits in Development of Legislation and Parliamentarism” is the award of the city of Moscow. The honorary badge is awarded to: Citizens of the Russian Federation and persons without citizenship – for merits in development of legislation, parliamentarism, democracy, civil society, local self-government in the city of Moscow, state construction, protection of the rights and freedoms of citizens of the city of Moscow (not more than 10 awards a year); Foreign nationals – for contribution into development of international parliamentary contacts of the city of Moscow.
The Certificate of Honor of the Moscow City Duma and the Gratitude of the Moscow City Duma are created to distinguish persons and organizations for their merits before the city community. The MCD Certificate of Honor and the MCD Gratitude may be awarded to the citizens of the Russian Federation, foreign nationals, persons without citizenship and organizations.
The reasons for awarding the Certificate of Honor of the Moscow City Duma include the following:
essential contribution into development of the legislation, parliamentarism and democracy in Moscow, protection of the rights and freedoms of the inhabitants of the city of Moscow;
initiative and successful achievements in development of the city self-government, creative activities of the people living in the city of Moscow;
organization of public support of the activities of the law-enforcement bodies;
achievements in organization of charity and trusteeship activities in the city;
considerable success in organization of business activities; 6) labor achievements acknowledged by the people of Moscow.

The reasons for awarding the Gratitude of the Moscow City Duma include the following:
considerable labor, production achievements;
significant labor, creative, material, financial contribution into initiation and implementation of the programs for development of the city economy, culture, science, education, healthcare, town building, monumental art, physical training and sport in the city of Moscow and also other city programs;
donations to social support of low-income population, orphaned children and children left without parents guardianship, implementation of city programs, strengthening of the material and technical base and construction of hospitals, schools, orphanages, cultural and sport centers as well as other socially significant city facilities;
personal contribution, courage, incorruptibility in protection of citizens from criminal offense;
achievements in Moscow studies, theory of the Moscow city economy, town building, architecture, promotion of the Moscow city themes in literature and art;
success in development of democracy in mass media, objective presentation of the life of the city and people living in Moscow.
