Born on May 29, 1955.
Graduated from the Moscow Institute of Electronic Machine Building and the Russian Presidential Academy of Public Administration. Candidate of Sciences (Economy).
Worked in the Research and Production Association “Delta” of the USSR Ministry of Electronic Industry.
In 1986 headed the Moscow City Trade-Union Committee of the Workers of the Radioelectronic Industry. From 1994 to 2001 he was elected the First Deputy Chairman of the Moscow Federation of Trade-Unions.
On October 2, 2015 M.I. Antontsev was elected the Chairman of the Moscow Federation of Trade-Unions.
Married for over 35 years; has the son, daughter and grandson.
Deputy of Moscow City Duma III (2001-2005), IV (2005-2009) , V (2009-2014) and VI (2014-2019).
During all these years he headed the Commission for Social Policy and Labor Relations. Participated actively in development of the social partnership system in Moscow; took part in preparation of the laws of Moscow on social partnership, labor and employment, safe labor and quotas of workplaces for invalids and youth as well as on social protection of all categories of welfare beneficiaries in Moscow and social support of elderly people, disabled people, families with children.

M.D., Professor, Honored Doctor of the Russian Federation, Chief Freelance Specialist of the Moscow Health Department on Pediatric Neurology, Chief Freelance Children's Specialist of the Ministry of Health of the Russian Federation on Medical Rehabilitation, President of the National Association of Experts on Cerebral Palsy and Related Diseases.
In 1983, she graduated from the Medical Faculty of the 1st Leningrad Medical Institute named after Academician I.P. Pavlov.
President of the National Association of Children’s Rehabilitation Specialists.
Member of the Working Group of the Presidential Commission on Disability, Member of the Expert Council of the Presidential Commissioner for Children's Rights of the Russian Federation. A Member of the Coordinating Council of the National Parents’ Association. Member of the Public Expert Council under the Commissioner for Human Rights in Moscow.
Founder of the educational project for parents «Big Mama». In 2018, the author's radio program «Big Mama» on «Russkiy Mir» radio won the all-Russian competition «Public Health: Meaning, Themes, Genres» in the category «Best Editorial Program on Radio».
Chief Editor of the scientific journals «Child and Teenager Rehabilitation», «Children's Rehabilitation». She is a member of the Editorial Board of the journals «Life with Cerebral Palsy. Problems and Solutions», «Physical and Rehabilitation Medicine, Medical Rehabilitation», «Child Neurosurgery and Neurology», «Social Pediatrics and Rehabilitation».
She has more than 300 printed works released by homeland and foreign publications.
