Born on May 27, 1957 in Moscow.
In 1979 graduated from the Lomonosov Moscow State University, Faculty of Economics.
In 1979 to 1989 – delivered lectures at the Chair of History of the People’s Economy and Economic Teachings”.
In 1985 – defended the candidate dissertation on economics of community relations.
In 1989-1993 – Senior Researcher and Chief of the Sector of Historical and Economic Studies of the Institute of Economics of the USSR Academy of Sciences (later on RAS).
From 1992 – Rector of the National Research University “Higher School of Economics” (previously GU-VSE).
In 2012 – awarded the Order “For Merits to the Fatherland” of the 4th degree.
Chairman of the Commission on Education Development of the Civic Chamber of the Russian Federation.
Member of 10 presidential and governmental commissions and councils, such as:
- Presidium of the Economic Council at the President of the Russian Federation;
- National Council at the President of the Russian Federation on Professional Qualifications;
- Expert Council at the Government of the Russian Federation.
The author of 14 educational aids and 95 publications on different issues of economics.
Married, has three children.
The Deputy of Moscow City Duma VI (2014-2019).
