Born on May 29, 1955.
Graduated from the Moscow Institute of Electronic Machine Building and the Russian Presidential Academy of Public Administration. Candidate of Sciences (Economy).
Worked in the Research and Production Association “Delta” of the USSR Ministry of Electronic Industry.
In 1986 headed the Moscow City Trade-Union Committee of the Workers of the Radioelectronic Industry. From 1994 to 2001 he was elected the First Deputy Chairman of the Moscow Federation of Trade-Unions.
On October 2, 2015 M.I. Antontsev was elected the Chairman of the Moscow Federation of Trade-Unions.
Married for over 35 years; has the son, daughter and grandson.
Deputy of Moscow City Duma III (2001-2005), IV (2005-2009) , V (2009-2014) and VI (2014-2019).
During all these years he headed the Commission for Social Policy and Labor Relations. Participated actively in development of the social partnership system in Moscow; took part in preparation of the laws of Moscow on social partnership, labor and employment, safe labor and quotas of workplaces for invalids and youth as well as on social protection of all categories of welfare beneficiaries in Moscow and social support of elderly people, disabled people, families with children.

Director of the Research and Practical Center of Childhood Psychoneurology of the Department of Health of Moscow.
Doctor of Sciences (medicine), Professor; Honored Doctor of the Russian Federation; Member of the Presidium of the All-Russia Society of Neurologists; Chief Out-of-Staff Childhood Specialist of the Ministry of Health of Russia on medical rehabilitation; Chief Out-of-Staff Specialist of the Department of Health of Moscow on childhood neurology; Expert of the European Academy of Childhood Disability (Caroline University, Stockholm, Sweden).
In 1983 she graduated from the Medical Care Faculty of the 1st Leningrad Medical Institute named after Academician I.P. Pavlov.
In 1994 she defended the candidate dissertation on the theme “Enterosorbtion in complex therapy of patients with multiple sclerosis and myasthenia”.
In 2005 she defended the doctoral dissertation on the theme “System of medical rehabilitation of motor abnormalities in neurologic outpatients”. She has the academic title of professor.
In 2011 she was elected the President of the National Association of Experts on infantile cerebral paralysis and related diseases.
The member of the Working Group of the Commission at the President of the Russian Federation for the disabled persons, the Member of the Expert Council at the Ombudsman on the Children’s Rights at the President of the Russian Federation; Secretary of the Public Council of the Department of Health of Moscow; Member of the Russian Division of the International Women’s Forum; Member of the Coordination Council of the National Parent’s Association.
Participates actively in the projects organized by the Charity Foundation “STEP TOGETHER”. In the TV channel “Public TV of Russia” he has its own presentation “Right to Happiness” devoted to the problems of disabled children.
In 2004-2008 Deputy of the Municipal Assembly of the Basmanny District; in 2011 – Candidate to deputies of the State Duma (participant of primaries). During elections of 2013 the trusted person of candidate to Mayor of Moscow S.S. Sobyanin.
Member of the Political Council of the Moscow City Regional Branch of the All-Russia Political Party UNITED RUSSIA.
Founder of the All-Russia Public Movement PEOPLE’S FRONT “FOR RUSSIA” for the city of Moscow.
In 2009 she published her monograph “Doctor and Patient: The Art of Dialog” devoted to one of the most burning and inadequately studied problem of practical medicine – the art of dialog between a doctor and a patient. In 2011 and 2012 this theme was further developed in the monographs “Doctor + Patient: Philosophy of Success” and “Development of the Personality and Doctor’s Skills”. They dwelt on the problems of medical sociology, psychology and pedagogics and have no analogs in the Russian publications.
Editor-in-Chief of the Scientific Journal “Children and Adolescent Rehabilitation”; Member of the editorial board of journals “Life with ICP: Problems and Solutions”, “Neurosurgery and Neurology of Children”, “Social Pediatrics and Rehabilitation Therapy”. She has more than 300 publications placed in Russian and foreign journals.
