The Youth Chamber (Youth Parliament) at the Moscow City Duma has been created according to the resolution of the Duma No. 265 of September 27, 2006 “Regarding Youth Chamber (Youth Parliament) at the Moscow City Duma”. The Youth Chamber is the youth advisory and consultative body at the Duma called to discuss the draft laws of the city of Moscow, draft resolutions of the Duma in such areas as exercise and protection of rights, freedoms and lawful interests of the young people as well as on the issues referred to the competence of the chamber.
The Youth Chamber is formed for a period of authorities of deputies of the Duma of a current convocation.
Any citizen of the Russian Federation aged from 18 to 30 years residing, studying or working in Moscow may be a member of the Youth Chamber.
The Youth Chamber is formed on a voluntary basis and consists of 63 members.
The Youth Chamber is composed of:
1) 15 members upon the recommendation of political parties in the following ratio:
a) from political parties which nominated candidates to the Moscow City Duma, who were registered according to the legislation, but according to the election results have not received the number of votes required for election as deputies of the Moscow City Duma: 1 representative from each party;
b) from political parties represented in the Moscow City Duma: pro rata to the number of deputies elected from respective parties;
2) 48 members upon the recommendation of an executive body in the field of development of youth parliamentarism in the city of Moscow duly authorised according to the regulations of the Moscow Government, according to the procedure established by such executive body, from among representatives of youth chambers of districts and localities of the city of Moscow. Such duly authorized executive body shall recommend candidates for approval as members of the Youth Chamber six months after the members of the Youth Chamber from among representatives of youth chambers of districts and localities of the city of Moscow began discharging their authorities.
