Born on June 4, 1984 in Kamyshin, Volgograd region.
In 2006, he graduated from the Law Faculty of the Volgograd Academy of Public Service.
From 2006 to 2011 - teacher of the Department of Civil Law Disciplines of the Volgograd Academy of Public Service.
In 2012-2014, he worked as an expert in the Public Chamber of the Russian Federation.
In 2014, he created the School of Competent Consumers. He was the Federal Project Coordinator.
In 2016-2019 - member of the Public Chamber of Moscow of the II session, Chairman of the Commission on housing maintenance and utilities, general repairs and local government.
In 2017, he became the Chairman of the Public Headquarters for monitoring the renovation program implementation. In the same year, he became Chairman of the Council for professional qualifications in housing maintenance and utilities.
From April to September 2019 - Member of the Public Chamber of Moscow of the III session, Chairman of the Commission for the program «My District» implementation and the city integrated development.
Since 2019 - Director of the Autonomous Non-Commercial Organization «Center for Urban Environment Quality Control».
He is a resident of Sosenskoye settlement, Moscow.
