Graduated with honors from the 2nd Moscow Medical Institute specializing in “Pediatrics”. In 1994 completed with honors the course “Budget in the State Sector” of the Harvard University.
Authors several dozens of bills in the public health and social policy areas. She has some awards from the Russian Orthodox Church: the Medal of Reverend Sergius of Radonezh; the Order of Saint Grand Dutchess Olga, Equal-to-the-Apls; the Medal of Saint Prince Daniel of Moscow.
Re-elected the Duma deputy on September 8, 2019.

From 2008 was the Deputy of the Council of Deputies of the Municipal District Bibirevo.
From April 2014 to March 2015 L.R. Kartavtseva was Deputy Chief Doctor on Relations with the Population and Public Organizations of the State Clinical Hospital named after A.K. Eramishantsev.
