Born on October 27, 1959 in Ulyanovsk.
Started its labor activities in 1976 as a grinder at the Ulyanovsk Motor Plant.
She has higher education – graduated in 1984 from the Medical Faculty of the Chuvash State University named after I. Ulyanov. After this she worked as obstetrician-gynecologist in Maternity Hospital No. 2 in Cheboksary. After acquiring the academic degree of the candidate of sciences she was invited to the same University to the position of Assistant Professor of the Obstetrics and Gynecology Chair.
From 1994 – Minister of Health of the Chuvash Republic (from 1998 she combined this post with the position of the Deputy Chairman of the Cabinet of Ministers of the Chuvash Republic).
In 1997 she graduated from the Russian Presidential Academy of the Public Administration specializing in state and municipal administration.
From 2000 to 2008 – Deputy Minister of Health of the Russian Federation; Director of the Department for Medical and Social Problems of the Family, Maternity and Childhood of the Ministry of Health and Social Development of the Russian Federation. She initiated development of the federal targeted programs “Safe Maternity”, “Children of Russia”, “Maternity Certificate”, “Screening of Infants to Hereditary Pathologies” and others. She took part in development of the Draft Federal Law “On Additional Measures of State Support of Families with Children” (maternity capital).
From 2008 – Chief Doctor of State Budgetary Healthcare Institution “Maternity Hospital No. 4” of the Department of Health of the City of Moscow.
From 2012 – Deputy of the Council of Deputies of the Municipal District Obruchevsky in Moscow (on a non-permanent basis).
From November 2013 to the present time – Chief Doctor of the State Budgetary Healthcare Institution “City Clinical Hospital No. 64 of the Department of Health of the City of Moscow” (multi-functional clinical complex created on the basis of City Clinical Hospital No. 64, Maternity Hospital No. 4 and Prenatal Clinic No. 13).
For highly professional medical care and organizational activities, effective application in practice of the scientific achievements to maintain and improve the people’s health she was conferred the highest departmental award of the Ministry of Health of the Russian Federation – the Medal “Order “For Merits to the Russian Healthcare”.
Doctor of Sciences (Medicine), Professor, Honored Doctor of the Chuvash Republic, Honored Doctor of the Russian Federation, Active State Advisor of the Russian Federation of the 2nd Class.
Elected the Duma deputy on September 14, 2014.
