Graduated from Lomonosov Moscow State University; Moscow Institute of Military Personnel Conversion at the Moscow State University of Economics, Statistics and Informatics; Russian Academy of State Service at the President of the Russian Federation. Doctor of Sciences (Engineering). Lieutenant Colonel of the Armed Forces. Delivered lectures at the Zhukovsky Air Force Academy. Before election to the Moscow City Duma worked as an advisor of the Administration of the Committee of the State Duma of the Federal Assembly of the Russian Federation on the Regulation and Procedural Organization of the State Duma.
Awarded the medal of the Order «For Merit to the Fatherland» of the II Degree, medal «In Memory of 850-anniversary of Moscow», medal «For Strengthening Military Cooperation», medal «For Distinguished Military Service» of the III Degree, Badge of Honor «For Services to the Development of Legislation and Parliamentarism».
Deputy of Moscow City Duma III (2001-2005), IV (2005-2009), V (2009-2014) and VI (2014-2019).
Re-elected the Duma deputy on September 8, 2019.
On September 19, 2019 I.Y.Svyatenko was elected to represent the Moscow City Duma in the Council of Federation of the Federal Assembly of the Russian Federation.

Born on January 25, 1966.
Graduated from the Ordzhonikidze State Academy of Management.
From 2003 to 2012 – the Chief of the City Municipal Formation “Novokosino” in the city of Moscow.
Deputy Chairman of the Regional Public Organization of Invalids Perovo Club of Invalids – Veterans of the Afghan War “Dolg”.
In 2015 he was elected the Chairman of the Council of the Regional Branch of the Party “RODINA” in Moscow.
Has governmental awards: the Medal “For Military Merit”, the Medal “70 Years of the USSR Armed Forces”, the Medal “In Commemoration of 850 Years of Moscow”.
The Deputy of Moscow City Duma VI (2014-2019).
Continues working as Deputy Head of the Moscow State Budgetary Institution “Moscow House of Public Organizations”.
